<p>London, United Kingdom (AHN) &#8211; In what could make the biggest foreign direct investment into India&#8217;s emerging market, British Petroleum (BP) has signed a transformational oil and gas partnership worth $7.2 billion with energy giant Reliance Industries Ltd (RIL).</p>
<p> The world&#8217;s fourth-largest energy company, BP, will buy 30 percent stake in RIL&#8217;s 23 oil and gas fields, including the KG-D6, located on the country&#8217;s eastern coast. An additional $1.8 billion could be paid as future performance payments based on exploration success.</p>
<p> The energy giants have also agreed for a 50:50 joint venture for creating infrastructure, transporting and marketing of natural gas in India.</p>
<p> Speaking at a press conference in London, RIL Chairman Mukesh Ambani hoped that the deal would strengthen energy security of his country, which is highly dependent on imports to meet its energy needs. &#8220;The partnership will combine BP&#8217;s world-class deep-water exploration and development capabilities with Reliance&#8217;s project management and operations expertise,&#8221; Ambani said a joint statement with BP CEO Robert Dudley.</p>
<p> Ambani further said that this partnership would combine the skills of both and would be focused on finding more hydrocarbons in the deep-water blocks of India and significantly contribute to India&#8217;s energy security. The London-listed oil supermajor&#8217;s latest tie-up showed Dudley&#8217;s interest in countries rich in natural resources. BP already has a partnership with Castrol in the lubricant business and with Tata for solar power.</p>
<p> Dudley said that emerging markets like India and China would take over two-thirds of world energy consumption in the coming decades, adding, &#8220;BP, being a global energy company, needs to be part of this growing opportunity.&#8221;</p>

<p>Washington, DC, United States (AHN) &#8211; U.S. Treasury Secretary Timothy Geithner told lawmakers on Wednesday that growing inflationary pressure in China is helping American companies increase their competitiveness. </p>
<p> Testifying before the Senate Committee on Finance, Geithner said the Chinese currency is moving very gradually in nominal terms against the dollar. &#8220;But because their inflation rates are so much higher than ours, it&#8217;s actually appreciating in real terms against the United States at a rate, if continued, roughly 10 percent a year or a little more,&#8221; Geithner said.</p>
<p> &#8220;If that were sustained, that would bring about a major shift in the competitive balance in our favor over time, which is necessary and important, not just to us, but for all of China&#8217;s trading partners,&#8221; Geithner added.</p>
<p> Geithner said the Chinese have reached the judgment themselves internally that they have no choice but to let that process happen over time. &#8220;Because, again, if they were not to, they&#8217;d be left with the risk of much more inflation, much more risk of the type of financial crisis we went through. And they want to make sure they avoid that outcome,&#8221; he noted.</p>
<p> &#8220;Right now, what you&#8217;re seeing is very important, which is companies they make decisions with a long fuse. They have to look forward in the future. It&#8217;s like a quarterback he has to pass to where the receiver is going. They look at the competitive landscape today; they see inflation in China rising, the currency rising, wage rates rising. And they are going to change their decisions about where they build the next plant, where they buy from in the future,&#8221; he said.</p>
<p> That will help reinforce this recovery in the United States, Geithner said.</p>
<p> Later testifying before the House Ways and Means Committee, Geithner said President&#8217;s budget presents a comprehensive strategy to strengthen economic growth and expand exports with investments in education, innovation and the nation&#8217;s infrastructure.</p>
<p> Geithner said the deficits are too high and unsustainable. &#8220;Left unaddressed these deficits will hurt economic growth and make us weaker as a nation. We have to restore fiscal responsibility and go back to living within our means. The president&#8217;s budget cuts the deficit he inherited in half as a share of the economy by the end of his first term. These cuts are phased in over time so that we protect the recovery,&#8221; he said.</p>
<p> Observing that this is a very competitive world, he said the US is now focused every day on how to make the country stronger and more competitive. &#8220;If we&#8217;re going to be able to meet a substantial share of the growing demand for goods and services around the world, we want more of that to be met by investment in the United States,&#8221; he said.</p>
<p> &#8220;What the president&#8217;s budget does is propose a range of reforms and incentives to make it more likely that that next great American business builds their next factory in the United States and that great foreign competitor of the United States builds his or her next factory in the United States. And we want to make sure the tax code is working to encourage those kind of investments and not to discourage those kind of investments,&#8221; he said in response to a question from Rep Carl Levin.</p>
<p> Geithner said the United States propose to put in place a permanent and expanded tax credit for research and development in the US; to eliminate capital gains on investment in small businesses; to encourage advanced manufacturing and clean energy technologies; to keep taxes on investment income, dividends and capital gains low; to reform and extend the Build America Bond Program; and to make college more affordable for middle class Americans.</p>
<p> The United States, he said needs a more competitive system that allows the market, not tax planners and lobbyists to allocate investment, a system in which businesses across industries pay a roughly similar share of earnings; a system that provides more stability and certainty; that is more simple to comply with. &#8220;We need to do all this without adding to our future deficits. We&#8217;ve begun the process of building support for comprehensive corporate tax reform,&#8221; said the Treasury Secretary.</p>

<p>Abu Dhabi, United Arab Emirates (AHN) &#8211; India pitched hard for a Free Trade Agreement (FTA) with the six-nation Gulf Cooperation Council (GCC) with its President, Pratibha Devisingh Patil calling her country an &#8220;attractive destination&#8221; for foreign investors. Patil is currently on a five-day tour of the Middle East and on Tuesday, she was speaking at a function organized by the Abu Dhabi Chamber of Commerce and Industry.</p>
<p> Manifesting India&#8217;s economic ambition, she asked the oil-rich UAE to play a greater role in investment in India. President Patil said, &#8220;India is an attractive destination for foreign investment.</p>
<p> Therefore, it is only natural that we expect Abu Dhabi&hellip;to have a significant presence in the Indian economy.&#8221; Her statement was directed at the Abu Dhabi Investment Authority, which is home to one of the largest sovereign funds in the world.</p>
<p> Patil told the gathering of UAE businessmen that India needed considerable investment in various sectors owing to a young populace and strong economic fundamentals.</p>
<p> She further noted that India was currently expecting to invest a considerable sum into basic infrastructure like roads, ports, power generation and communications and this could be possible only when rich countries like the UAE invested their money into India. At present, India and the UAE share a trade partnership worth USD 43 billion besides which, the Middle Eastern country also hosts close to 1.75 million Indian expatriates, working in a range of sectors from construction to hospitality.</p>
<p> President Patil also indicated the need for resurrecting the India-UAE Joint Business Council with more number of exchanges between the business and commerce chambers on both sides. With this, she also hoped that the FTA, which India was currently negotiating with the GCC countries, would also be finalized in the future.</p>

<p>New Delhi, India (AHN) &#8211; Indian Prime Minister Manmohan Singh insisted Monday that instead of &#8220;stealing American jobs,&#8221; India was helping &#8220;improve the productive capacity and productivity of America.&#8221;</p>
<p> Speaking with Singh at a joint press conference at Hyderabad House, U.S. President Barack Obama tried to assuage India&#8217;s fears over his views on &#8220;outsourcing&#8221; by saying that $10 billion in business deals, to be signed during the course of his visit, would create more than 50,000 jobs for Indians.</p>
<p> The two leaders committed themselves to encourage bilateral cooperation in the fields of technology, trade and investment so that living standards could be raised in India while the U.S. economy could be saved from the floundering pathways since the 2008 economic downturn.</p>
<p> Prior to the press conference, Obama and Singh met for a one-to-one talk, during which they discussed issues of bilateral importance including terrorism.</p>
<p> However, Obama&#8217;s focus remained on business and benefits emerging from it. &#8220;When I go back to the US, a part of the reason that I advertised these 50,000 jobs is I want to be able to say to the American people when they ask me why are you spending time in India when they are taking our jobs. I want to be able to say they actually created 50,000 jobs and that&#8217;s why we should not be resorting to protectionist measures. We should not be thinking that it&#8217;s just a one-way street.&#8221;</p>
<p> Obama&#8217;s India visit comes in the dismal backdrop of his Democratic Party&#8217;s frustrating performance in the mid-term elections, which is believed to have been a result of the high unemployment level and difficult economic conditions in the past two years.</p>
<p> While Singh welcomed Obama&#8217;s remark that the relationship between India and the U.S. would be a &#8220;defining partnership of the 21st century,&#8221; he also pointed out India&#8217;s requirement of about $1 trillion worth of investment into the country&#8217;s infrastructure over the next five years.</p>
<p> According to U..S data, Indian companies are the second-largest investor in America with a figure of $4.5 billion, left behind only by the UAE. In return, India received only about 8 percent of its total Foreign Direct Investment from the U.S. in 2009-10.</p>
<p> Perhaps that is why Singh mentioned, &#8220;We welcome U.S. investments and high technology in key sectors of our economy, including nuclear energy.&#8221;</p>

<p>Albany, NY, United States (AHN) &#8211; Former New York State Comptroller Alan Hevesi has pleaded guilty to accepting gifts in return for $250 million worth of investments from the state pension fund.</p>
<p> Hevesi admitted to receiving nearly $1 million in gifts from Markstone Capital Partners in exchange for approving pension investments in the firm, owned by Elliott Broidy, who pleaded guilty last year and agreed to help prosecutors.</p>
<p> The 70-year-old former state comptroller was released on his own recognizance and will be sentenced in December. He faces as much as four years in prison for the single class E felony count of receiving reward for official misconduct, but pundits say he may avoid going to prison altogether.</p>
<p> The gifts Hevesi received included $75,000 in travel expenses for him and his family to Israel and Italy, $380,000 in sham consulting fees to a friend who was a lobbyist, and $500,000 in campaign donations.</p>
<p> The state&#8217;s pension fund is the third largest public pension fund in the nation and was valued at $150 billion during Hevesi&#8217;s term.</p>
<p> A former member of the New York Assembly, Hevesi is the highest state official to be prosecuted in the three-year corruption investigation of the state attorney general&#8217;s office. He resigned as comptroller in 2006, when he pleaded guilty to defrauding the government, a charge stemming from his use of a public employee as driver for his wife.</p>
<p> The current comptroller, Thomas DiNapoli, is not part of the investigation.</p>
<p> As many as 20 investment firms were being investigated at one time. Apart from Hevesi&#8217;s plea, the probe has so far resulted in six guilty pleas and secured $138 million in recoveries for the state through agreements with 15 firms.</p>
<p> Two former aides of Hevesi, Henry &#8220;Hank&#8221; Morris and David Loglisci, were charged last year in a 123-count indictment including fraud, bribery, and money laundering. Loglisci has pleaded guilty but Morris has not.</p>
<p> Morris, who served as the top adviser for the former comptroller, allegedly took $30 million in fees from the pension fund for himself and business partners on investments that he himself had a role in approving.</p>
<p> Hevesi admitted in his guilty plea that he was aware Morris was using the pension fund for pay-to-play schemes.</p>
<p> Prosecutors say Loglisci, who was chief investment officer at the comptroller&#8217;s office, directed hundreds of millions of dollars of investment deals to Morris and favored firms in return for hundreds of thousands of dollars worth of &#8220;sham investments&#8221; for a movie called &#8220;Chooch&#8221; that he and his brother were producing.</p>
<p> Last year, former New York Liberal Party chairman Ray Harding confessed to receiving more than $800,000 for doing political favors for Hevesi. He pleaded guilty together with Saul Meyer, founding partner of a Dallas-based firm that advises public pensions nationwide, to securities fraud.</p>
<p> Meyer admitted to recommending that investments be made in a fund in which an associate of Loglisci&#8217;s had an interest, and to paying Morris more than $300,000 in return for investments for his firm, Aldus Equity, from the state pension fund.</p>
<p> Harding served as a &#8220;sham placement agent&#8221; for investments with the pension fund, and was part of efforts to seat Hevesi&#8217;s son, Andrew Hevesi, in the state Assembly. He helped open a vacancy in the state Assembly and arrange a six-figure job at an insurance company for the incumbent Assemblyman.</p>
